Looks like Mr. Excitement is ALSO passing on the shoulder. He’s lucky the cop (who really shouldn’t be STOPPED at a yield since they’re not indicating that he/she’s trying to merge into traffic) only pulled over the Nissan driver.
Edit: Thanks to that Outback Steakhouse, I found the location of the video:

Good catch, he’s totally driving in the shoulder at the beginning of the video. Also, it does seem like the Ford should have really been making SOME attempt to merge into traffic. Doesn’t excuse the pass, but still.

I know people are bitching about how a yield should be somewhere between a green light and a stop sign but in my experience, people lose their shit when you “cut them off” when you have the yield sign. Add in wet roads and it seems like a great way to get rear-ended.

I still can’t figure out why the cop is just sitting there and not merging. I would have lost my shit waiting behind that unmarked SUV.

Sweet, a map! Ok, that pretty much confirms what I figured the layout was supposed to look like. Although I must say- I don’t understand why there isn’t a broken line from the end of the exit ramp to the start of the turn lane. Some are saying that the absence of a line there makes it one lane, but I disagree.
Also, on the subject of driving on the shoulder- check out how worn the paint is on the oncoming (eastbound) shoulder, in front of the Outback Steakhouse.

I should like to think that PennDOT were the only vehicles being driven on the shoulder...
